TDEPARTMENT OF PRIVATE SECTOR DEVELOPMENT

STRATEGIC OBJECTIVES

  1. To Increase investment in potential and existing growth sectors, and ensure meaningful private sector contribution to economic growth and employment creation in the country;

  2. To create a conducive environment for effective development and growth of the private sector in Malawi;

  3. To facilitate private sector reforms with the view to improving private sector competitiveness and harness local resources;

  4. To facilitate the empowerment of indigenous Malawians in line with empowerment initiative in order to reduce poverty from 63% to 40% of the population;

  5. To promote and develop small and medium enterprises and cooperatives societies capable of producing high quality goods and services for both domestic and export markets; and,

  6. To create an enabling environment for effective development of SMEs and Cooperatives in Malawi.

Strategies

Policy and Business Development Division

  1. To facilitate the removal of institutional bottlenecks that impede the development of the private sector;

  2. Coordinate implementation of private sector reform programme;

  3. Promote public-private sector dialogue through fora such as the National Action Group;

  4. Develop an all encompassing private sector development programme in collaboration with relevant stakeholders;

  5. Facilitate public-private investment partnerships through the creation of an appropriate legal environment;

  6. Facilitate the provision of business support services to the private sector in Malawi;

  7. To facilitate entrepreneurship within both formal and informal sectors to enhance factor productivity;

  8. To promote increase in both domestic and foreign direct investment in the country;

  9. Fostering an enabling environment for private sector operations;

  10. Enhance Malawi's competitiveness in production of value added products;

  11. Assist in coordinating all investment promotion activities to enhance the level of complementary, networking and cost effectiveness;

  12. Collect and disseminate up to date information on institutional and administrative procedures for facilitating prospective investments into the country;

  13. Monitor and follow up on investments programmes being implemented by the Ministry and its implementing agencies.

  14. Provide investor tracking services;

  15. Act as secretary to the Ministerial Committee on investments/Economy;

  16. Facilitate feasibility studies in long term potential investment areas and direct these private sector investments to relevant sectors;

  17. Facilitate creation of linkages between large corporations/ companies and small scale enterprises;

  18. Promotion and development of services sector with the view to improving production capacity and efficiency;

  19. Promote and develop product and service quality and standards; Coordinate negotiations and signing of investment promotion and protection agreement (IPPAs) and Double Taxation Agreement (DTA);

  20. Facilitate improvement in local investment infrastructure, and regional infrastructure development initiatives such as Spatial Development and Growth Triangles; and,

  21. Facilitate construction of factory shells and sheds in targeted potential manufacturing areas.

Small and Medium-sized Enterprises

  1. Creation of a conducive environment for empowerment of SMEs;

  2. Enhancement of entrepreneurship programmes;

  3. Improvement in Business Development Services (BDS);

  4. Implementation of the Government Preferential Purchase Programme (GPPP);

  5. Implementation of Bulk Procurement and Distribution of Raw-materials (BUPAD) scheme;

  6. Promotion of enterprises that utilize location specific resources;

  7. Creation of growth centres to act as hubs of economic development;

  8. Develop and promote SMEs in the country;

  9. Promote investment in Small Scale Enterprises;

  10. Increase access to credit and finance;

  11. To promote and develop an autonomous financially self-reliant and well managed SMEs and cooperative movement that should compete favourably with other business enterprises in the private sector;

  12. Increase export market opportunities for small-scale enterprises;

  13. Enhance entrepreneurship development programmes;

  14. Create an enabling environment for development of MSMEs;

  15. Promote programmes in quality and standards for MSMEs;

  16. Promote investment in tourism for MSMEs; and,

  17. Promote MSMEs to engage in innovative enterprises.

Cooperatives promotion

  1. Promote and register cooperatives societies;

  2. Coordinate cooperatives activities in Malawi;

  3. Enhance product development, market access and bargaining power;

  4. Strengthen the cooperative movement in Malawi;

  5. Provide adequate support to cooperatives.;

  6. Improve sharing of information through interaction with regional and international cooperative bodies;

  7. Improve public awareness on cooperatives;

  8. Empower Malawians through cooperatives to generate wealth;
